Rentschler MallA Michigan developer has released renderings of a $100-million outlet mall project at Rentschler Field in East Hartford.

Horizon Group Properties’ CEO Gary Skoien told East Hartford city councilors that the 420,000-square-foot outlet mall would create an estimated 3,000 jobs and generate $400 million in tax revenues over 20 years. The mall would be the first phase of a larger development including 800 residential units and two hotels.

"East Hartford is a tremendous market to support this dynamic plan and we look forward to working with the community to create jobs and generate investments for years to come," Skoien said in a statement.

According to a study by the Concord Group, a real estate advisory services firm, the outlet mall is expected to generate more than $400 million in total tax benefits for 20 years. The mall would be built on land next to United Technologies Research Center.

East Hartford Mayor Marcia Leclerc indicated her support, describing it as "transformative" for the town.

Norton Shores, Michigan-based Horizon Group Properties hopes to break ground this fall and open in late 2016. The plan requires approval by the town’s Planning and Zoning Commission.

The proposal faces potential competition from Indianapolis-based mall developer Simon Property Group, which announced in late August that it is proposing a 350,000-square-foot outlet center in Windsor Locks. Simon hopes to begin construction in fall 2016 and open by the 2017 holiday season. That project requires rezoning from the Windsor Locks Planning and Zoning Commission of a site on Old Country Road near Bradley International Airport.
