Development in Hartford’s long-stalled Downtown North area near Dunkin Donuts Park could be about to get a jump-start.

Stamford-based RMS Cos. is proposing 200 apartments and 11,000 square feet of retail space in a $46 million 200,000-square-foot building near the ballpark. RMS owner Randy Salvatore appeared before the Hartford City Council Monday to ask for project approval, according to the Hartford Courant, even though the land remains tied up in court cases.

Salvatore told the council he could begin construction by the end of the year if the litigation is settled. City approval would allow RMS to continue to work on plans for the building while the legal battle plays out, he said.
