Major New Haven landlord Ocean Management is proposing a 129-unit apartment building in the city’s Westville neighborhood.

The project, designed by Newman Architects, would rise on what’s currently a parking lot along the West River at 500 Blake St., used by the neighborhood’s cafes and boutiques.

Three stories of apartments would be built over 99 ground-level parking spaces, with the Blake Street frontage occupied on the ground floor by 25,000 square feet of retail uses split between two storefronts. Fifty indoor and 10 outdoor bicycle parking spaces will be provided.

The plans will be presented to the City Plan Commission Wednesday, where the project will need approval for the replacement of some parking spaces by bicycle spaces.

Documents included in the commission’s agenda show a residents-only roof deck but no other amenities.
