A traffic signal control box painted by a local artist but damaged by workers on a local development project has become the center of a lawsuit between the city of Norwalk and developer Jason Milligan.
Milligan, who had hired the contractor whose truck knocked out the signal box, is suing the city and demanding the broken box be put back on his property, the Norwalk Hour reports.
The city maintains it has a perpetual easement and right of way to repair public infrastructure, like the box, that sits on private land. Milligan is also the subject of a city lawsuit for his role in a stalled downtown development.
